The subject of Confederation of Australian Motor Sport (CAMS, www.cams.com.au), licences seems to be something that generates a lot of questions, is confusing to most people and is probably best explained in an article to which anyone can refer. That does not preclude you from speaking to the motorsport secretary or CAMS if you have any questions.
Each year we pay an Affiliation fee to CAMS, in 2002 that fee is $1,196.00 inc GST. That equates to about $2.00 per club member. We also have to pay a permit fee of $1,154.00 every time we hold a championship event.
As well as the club being affiliated, each driver needs to hold a current CAMS licence.
Applying for a Cams Level 1 or 2 Licence is just a case of filling in the relevant form and paying a sum of money. There is no medical examination or driving test. You will not be allowed to participate in a club motorsport even
t if you do not have a current CAMS licence.
Even though you have a CAMS Licence it does not automatically entitle you to drive in a motorsport event. The Clerk of Course will asses you and your driving ability on the day, if you are a danger to yourself or others, you may end up watching. eg drug or alcohol use or insufficient driving experience etc.
The club secretary is authorised, by CAMS, to issue application forms and verify that they are being issued for a motorsport event being run by the club (Level 1) or that the applicant is a current club member (Level 2). All you have to do is to request a form be sent to you or download one from the CAMS websites.
Complete both sides of the questionaire and return it, intact, by land mail to the club PO Box. The secretary will complete the receipt/interim licence and return it to you or give it to you at the event. As it indicates on that form, you make it payable to CAMS Ltd, not to the club. The receipt/interim licence for the Level 2S Licence is valid for one month and it's expiry date will appear on it.
It is the motorsport secretary's job to send the form to CAMS who will, in a short time, issue you with a passport style licence valid for a full year. The renewal notice is sent to you by CAMS so it is important to inform them of any address or phone number changes.
CAMS ask the club to continue to verify that you are still a member of the club, if you allow your club membership to lapse then your CAMS licence also becomes invalid.

Level 1 Licence
A Level 1 Licence can be used at only one event per annum, imagine it as a " come and try" licence-you don't need to be a member of the club to apply for it.
It can only be paid for in cash (no credit cards) and can be purchased on the day of an event. The receipt is a slip of paper signed by an official at the meeting (usually the event secretary) and the date on it will be the day of the event. A person holding a Level 1 licence cannot be involved in a competitive event ie cannot be timed and is speed limited.
If you get bitten with the motorsport bug the cost is fully refundable if upgraded to a level 2S licence within 60 days. (club members only) Level 2SE is only available to us with the approval of CAMS for a specific event.
Level 2S Licence
A Level 2S Licence is valid for all our club track events and other CAMS affiliated club events which includes:- single and multi club speed events, motorkhanas and khanacross. This licence is the best value for money and the one we recommend.
C3 - General Competition Licence
If, after all that, you are interested in going further, eg GTP, your driving ability will be tested by a CAMS official observer before being eligible for a C3 Licence. Further information from CAMS, State Office, 851 Dandenong Rd, East Malvern Vic 3145
CAMS provides insurance cover for motorsport and its volunteers, that too is a complex issue. Some of the important aspects are covered in the booklet which is sent to you with your licence. If you really need to know more detail then you should read the CAMS Manual of Motorsport [in the 2002 issue that is in Section 15 pages 1 to10]. Or ask the motorsport secretary to find the information for you.

A holder of a licence greater than a level 1 or 2 must also purchase the Manual. Officials can purchase a Manual at about half that cost.
Written to the best of my knowledge but some items may need clarification from CAMS such as the actual ages for Junior licences depending on the type of event.
